before the 3.0 protocol version, it was necessary to call it to indicate the end of a `COPY` command.

Well I did not really decide randomly, the underlying libpq function is obsolete since a long time. |
Right, maybe just an email to internals would suffice, explaining the rationale of the deprecation? |
