This upgrade is a clusterf**k, even for such a small project! (I have some progress in my local branch, but it's not stable yet).

ESLint has been such a pain for every major version upgrade since like v6/v7

I've added the new typescript-eslint package according to the new docs at https://typescript-eslint.io/getting-started and https://typescript-eslint.io/getting-started/typed-linting.

The eslint-plugin-import is not working with v9 yet: import-js/eslint-plugin-import#2948 - we'll re-enable that later once it supports it.
