pnpm update command test runs with recursive mode unexpectedly

pnpm version: v7.12.2

Expected behavior:

pnpm update command should test update's behavior.

Actual behavior:

pnpm update command should test recursive's behavior due to workspaceDir https://github.com/pnpm/pnpm/blob/main/packages/plugin-commands-installation/test/update/update.ts#L64 arg
