In some cases, CHANGELOG.md seems to have older versions at the top and newer versions are added below them. An example of this happening is here https://github.com/balena-os/balena-rockpi/blob/016bc717b1c5789eb90e16c91b7ab6c4de1a13ce/CHANGELOG.md
