[NCLSUP-901] Use fixed version to fix clean build error for react-router-dom

This PR downgrades react-router-dom:

• from 6.12.0 (defined as ^6.2.1 in package.json)
  • 6.12.0 is not captured in package-lock.json yet, but it was used during clean builds that were failing because of it, see https://github.com/project-ncl/pnc-web-ui-react/actions/runs/5195603832 , there is startTransition issue, see [Bug]: Compilation of react app fails with error ERROR in ./node_modules/react-router/dist/index.js 840:33-54 remix-run/react-router#10566
• to fixed version 6.11.2

There is new jira NCL-7924 to update it back once upstream fixed is done
