`make image` nees `ARCH` to be set and `make cd-common` needs VALIDARCHES so add them both when publishing on native arm64 runner.

Description
FIPS images were shelved in a previous PR due to the TLS v1.3 requirement by Jan 1 2024. However, our coming release still expecting them so add them back when making all images.
