Also changed tests to skip missing interpreters.
Hopefully this will pick up python3.

Protobuf 3.20 does not support Python < 3.7, as described in protocolbuffers/protobuf#9480

Python 3.6 reached end-of-life upstream on Dec 23, 2021 (a month and a half ago).
Ads has indicated that they no longer need support for this version.
Python 3.6 tests have started failing in our latest sync, and we no longer have a compelling reason to invest effort to debug and fix Python 3.6-specific issues.
