Optimize bundles for RTK 2.0

This PR:

• Ports the error message extraction build setup from the Redux core (ref: [RED-17] Port build-time error message extraction from redux core #3374 )
• Manually dedupes all imports from "@reduxjs/toolkit" inside the RTKQ core, as ESBuild does not do that itself when it bundles (ref: Useless repeated imports when using external modules evanw/esbuild#475 )

We don't have a bundle size job enabled atm, but what I'm seeing is that error extraction shaved 1000 bytes off of an RTK core prod bundle, and the import deduping shaved 600 bytes off of the RTKQ core prod bundle:
