Allow to use tatar keyboard on Vim

Tatar Keyboard for MacOs can be found here

Instruction:

1. Download the file tatar_utf-8.vim of repository
2. Save the file by path ~/.vim/keymap
3. Add following configs in file ~/.vimrc (create if not exists)

set keymap=tatar_utf-8
set iminsert=0
set imsearch=0

4. Now it is possible to change layout in insert mode by typing Ctrl+^ or Ctrl+6
