What was the end-user or developer problem that led to this PR?

https://www.ruby-lang.org/en/news/2023/03/28/redos-in-uri-cve-2023-28755/ has been published. We should upgrade bundled URI version.

What is your fix for the problem, implemented in this PR?

I upgrade to URI-0.12.1.

Make sure the following tasks are checked
