This PR does two things:

Attempts to address the docs.rs problem (see Do not write to user data directories on build. Fix docs.rs documentation generation #231, Check for DOCS_RS environment variable in build.rs #249, Build AFL in a temporary directory on docs.rs #250) by building AFL in OUT_DIR
Displays the output of any failed command in build.rs
