Modified the let codemod to be a codemod. Took about half an hour with --watch running

Purpose (TL;DR) - mandatory
This simply updates our codebase to consistenly use
constandleteverywhere.Modified the 5to6codemod in doing so. The ES Module codemod involves quite a bit more, so I will let that hang for a while ...
