Localisation - support interaction locales #48

Implement CommandInteraction.locale - the locale of the user who invoked the interaction
- Allows for the locale to be set at the user's level (via their Discord client) rather than at the server level (via delet3 settings)
Resolve deprecation warnings for MessageEmbed.setFooter() and MessageEmbed.setAuthor() by passing an object of interface EmbedFooterData and EmbedAuthorData respectively
- More: refactor(MessageEmbed): Deprecate strings for setAuthor() (completely) and setFooter() discordjs/discord.js#7153
