- Updates development tools to use CodeIgniter DevKit
- Shifts PHP versions to 7.4 - 8.1 to match the upcoming framework changes
- Applies the CodeIgniter Coding Standard tot he entire codebase

PHP 8.1 failures are due to a known compatibility issue upstream with Protobuf: protocolbuffers/protobuf#9293 |
