Python library to interact with CommuniGate Pro CLI

- initially a port of the official CLI.pm perl module
- added support for numeric (int, float) values
- added support for datetime & date objects

TODO:
    - booleans (YES/NO)
    - increase test cases to cover python object to CGP conversion
    - Find and fix out of bounds scenarios
