  1. Allow extending lists with --override foo+=bar 

    Allow appending to a list with += syntax, instead of replacing the
existing value.

  2. Allow SetEnv objects to be merged 

    They have an update() method, but previously, only dict arguments were
accepted. Allow a SetEnv to be accepted.
