Small grammar fixes (#28590)

"exclusive of" implies that it doesn't pertain to `export` https://www.merriam-webster.com/dictionary/exclusive%20of  "Exclusive to" implies that it's only relevant to `export`.  
Also changed "can not" to "cannot".
