Setup .net framework env

Combine Setup-MSBuild, Setup-VSTest and Setup-Nuget together.

Usage

Basic:

jobs:
  build:

      - name: Setup .net framework env
        uses: vrnobody/Setup-DotNetFrameworkEnv@v1.20

      - name: Restore Nuget packages

      - name: Run unit tests
        run: |
          function Invoke-VSTest {
