  1. fix(v4): get rid of ssri vulnerability warnings 

    Needs to downgrade terser-webpack-plugin to v1, which is the default
version in webpack 4.

Since the major breaking changes in v2 are mostly
related to option default values, the downgrading does not introduce
breaking changes in Vue CLI.
