Removes cz-conventional-changelog in favor of using it as a global tool.

Also includes a general npm update

This PR bumps next from 12.1.0 to 12.1.2. Builds are failing because styled-jsx isn't installed in root node_modules after next@12.1.0. It's installed under node_modules/next/node_modules, but it's unclear why that would have changed.

Still not sure why >= next@12.1.1 doesn't work, but I've pinned it to 12.1.0 for now so we can get everything else up to date.
