Cleanup and update

This updates dependencies for eslint-config-norton and stylelint-config-norton, and cleans up the repository.

• The documentation site has been removed entirely. This wasn't maintained and doesn't say anything that's not already in the code.
• The configs for commitlint and prettier will no longer be maintained by this monorepo because they have poor usage and don't do much. This effectively means that they're deprecated—they're still there and the published versions will remain on NPM, but they won't be getting updates.
