Move httplibConf.cmake.in & install readme/license #1826

Moving the file to the cmake dir just seems to be what I should've done before since it has nothing to do with anything else.

Installing the readme & license seems like it makes sense to me. I think MIT licensing says you're supposed to anyways.

Just makes more sense to put it there I suppose.
Seems to make sense since you might already do this as a package
manager, or an end user might want them anyways.

The locations are just based on standard Linux locations using
GNUInstallDirs, so it should be sane on other machines too.
