Fixes: #31942

Add maxTotalSockets to determine how many sockets an agent can open.
Unlike maxSockets, The maxTotalSockets does not count by per origin.

Why disregard maxSockets when maxTotalSockets is set? I think that would still be useful to have.

Why disregard maxSockets when maxTotalSockets is set? I think that would still be useful to have.

If both are retained, is it feasible to have maxTotalSockets as the first priority?

It would have to be, yes. An easy way to implement this would be to default maxTotalSockets to Infinity if the option was not explicitly set. Also we should probably still make sure that a supplied value is at least not negative, maybe > 0 too.

I believe this is subtly broken. Consider the case:

We have maxed out the number of sockets. We try to schedule to an origin that has not active requests. We put the request directly into that queue. However, since this origin doesn't have any active request it will never be triggered to resume.

Yes, that's why we made the change that when removing the sockets, we determine that if there is a origin without an active request, then we execute the first request for this origin to make the origin active.
