Fix config file search (#​15363 by @​fisker)

Previously, we start search for config files from the filePath as a directory, if it happened to be a directory and contains config file, it will be used by mistake.

I'm unable to reproduce this error locally despite using Node 18 and npm ci to restore dependencies, just as the build is doing. It's unclear to me what the issue is.

Make sure you are using the exact version. Not just the same major version, but the same minor and patch as well.
It's using 18.19.0

I can reproduce it myself locally

It seems that something broke in 18.19.0 vs 18.18.2 (last known working version)

The tests work fine in v20.10.0 locally

The test seems to fail on:

• 18.19.0
• 20.10.0 (version from nvm; test succeeds on Fedora 39 package)
• 21.4.0

So it seems it might be a recent change to NodeJS that breaks the test, and doesn't happen on different builds.
