Description of change

Added Documentation and tests for the change in the migrations to output Javascript migrations instead of TypeScript (Merged on #7253).

Created the tests inside the functional test suite and added them as a base, since there was no coverage for the commands.

@pleerock Can you please take a look again? I fixed the issues, re-arranged the tests and now the tests are passing.
