こちらも、原則 ts-loader@9.x は webpack@5 との依存関係があるので、インストールはできません。
TypeStrong/ts-loader#1251
ムリにデプロイを試みると、yarn dev 時にエラーを吐いてコケます。

vue@3, webpack@5, nuxt@3, chart.js@3 そしてこの ts-loader@9 といった「コアシステム奇数系」は、思った以上にハードルが高いという認識です。
とはいえ、End of service/support life が早くに到来しないうちにアップグレードをしてしまう方が良いのは言うまでもありません。

以下私見では、webpack@5 をいちばん最初にやってしまうといいような気がしています。
特に根拠があるわけではなく、依存関係の単純／複雑の度合い、および今までの勝手アップグレード経験から当てずっぽうで言っています。
なにか、参考文献や他の開発グループの体験談があるといいのですけれども…
