Summary:

The shim binary is missing from the EFI system partition.

Some distributions such as Arch don't automatically install shim to the EFI system partition.
It's also possible that your EFI system partition was corrupted or you manually deleted files.

Solution:

If you're running Arch or a derivative, please refer to the post installation steps that were displayed at package installation.
If you're running a different distribution, please file a bug with your distribution to get this resolved.
