Summary:

The Dell WD19TB will use a delayed activation flow on newer kernel versions. In this flow the new firmware won't apply until the device has been unplugged. It's expected that reading the firmware version will be the same.

Solution:

Update fwupd to 1.5.5 which includes the fix or ignore the false positive.
