Improve payload deploy specific messages #1855
- Would be good to have feedback from a Winch expert and ArduPilot person.
- Generally delay can be added if needed.
- Semantics of a gripper with feedback seem to make more sense to handle in the flight stack.

common.xml: add ignition_voltage to EFI_STATUS
- Seems sensible. Generally cool, but let see whether worth making a smaller field?

ardupilotmega: add nav_attitude_time command #1852 - do we want in common? Commit to implement?
- Use case not clear?, but probably interested
- Would need to fix param 5 to param 7 so it makes sense.
- Query Randy about purpose.

RFC 0018 - Improved Battery Status Reporting #19 + WIP smart battery messages #7 (dronecan)
- This is basically aligned. A little churn, but probably close enough to prototype.
- General feeling is that development.xml can merge and basic prototyping be done in the coming weeks.
